Enthusiastic, reliable and experienced leader in People Practices, Tamara Joiner is Vice President of Human Resources at City Facilities Management (FL) LLC.

During her well-rounded journey of over 28 years in human resources, Tamara has held various recruiting, compliance, benefits, training and leadership roles including having owned her own HR consulting firm serving national clients for almost 10 years. Prior to her current position, Tamara supported City as Head of and Director of Talent Acquisition & Development for four years.

Since joining City, her team has maintained staffing at 95%+ in a highly competitive market and has reduced costs by 65% by creating internal, specialized talent acquisition and development teams. She shared one of her proudest achievements is her team’s creation of a full suite of professional and personal development programs aimed at growing City team members at every stage in their careers and supporting continued business expansion – from a technician “Level Up” program with over 150 courses to a leadership framework (Leadership Development Program, Emerging Leaders, Foundations of Leadership, Succession Planning and Executive Coaching). She is honored to have received City’s Service Hero Award in 2020 for these efforts.

Tamara’s desire for promoting a team member experience that fosters a positive and equitable culture is what leads every decision she makes. She is happy to have joined City, a place that invests in its people, encourages growth, and is dedicated to making an impact on the industry and communities we support.

In her spare time, Tamara enjoys being with her adult children and playing in the women’s golf league she co-founded in Jacksonville, Florida. She also regularly contributes as a guest speaker at the Jacksonville Chamber of Commerce and EmployFlorida leadership events.
